Practising what he preaches

A will to serve combined with a sense of social justice has been the guiding principle of P. Kalyanasundaram, who has spent over 45 years in social service. A gold medallist in library science, he is also an MA in literature and history. During his 35-year-career as a librarian at the Kumarkurupara Arts College at Srivaikuntam in Tuticorin district, he gave away all his salary for charity and did odd jobs to meet his daily needs. He has also come forward to donate his body and eyes to the Tirunelveli Medical College. 

The Union Government has acclaimed him as `The Best Librarian in India'. He has also been chosen as `one of the top ten librarians of the world'. The International Biographical Centre, Cambridge, has honoured him as `one of the noblest of the world', while the United Nations Organisation adjudged him as one of the Outstanding People of the 20th Century'. An American organisation has also selected him as the `Man of the Millennium.' 

Mr. Kalyanasundaram, who has founded a social welfare organisation, `Paalam', shares his experiences in a chat with Prathiba Parameswaran.
SIMPLICITY IN life and exemplariness in practice has been the hallmark of Mr. Kalyanasundaram. Born in August 1953 at Melakarivelamkulam in Tirunelveli district, he lost his father at a very young age. It was his mother, who inspired him to serve the poor. 

When he was at college, the Indo-China war broke out, and he contributed his gold chain to the then Chief Minister, Kamaraj, for the war fund. At this time around, he went to meet Balasubramanian, Editor, Ananda Vikatan. "He sent me away, saying he would write about me the day I donated something I had earned myself. I did not speak a word to anyone about what I had done. I took it as a challenge," Mr. Kalyanasundaram recalls. Ever since he got a job as a librarian in Tuticorin, he has contributed all his salary, pension benefits and ancestral property to social welfare. It was not until 1990, when he received his pension arrears and contributed it to the Collector's Fund, that the then Tiruneveli Collector felicitated him, despite his protests. The `Paalam' serves as a bridge between donors and beneficiaries: it collects money and materials from those willing to donate and distribute them among the weaker sections. It has also contributed to the cyclone relief funds in Tamil Nadu, Andhra Pradesh and Orissa, and has helped the earthquake victims in Maharashtra and Gujarat. "We cannot sustain ourselves, unless we contribute towards the society in someway or the other. I strongly feel if even one person does his bit towards social good, there will be some change," he asserts. 

Mr. Kalyanasundaram feels that one must achieve something in his chosen field. His contribution to library science is immense. A thesis he submitted as part of his post-graduate course to the Madurai Kamaraj University fetched him distinction. He has also hit upon an easy way of tracing and accessing books in libraries. 

His ability to strike a rapport even with youngsters is remarkable. He cites the instance when he started wearing khadi. At college, he was required to take classes on Gandhianism. "I had to speak about simplicity and everything Gandhi stood for, but I was clad in expensive clothes. That was when I decided to switch over to khadi," he relates. Since then he had always practised what he stood for, making himself a role model for many youths.
He was popular among college and school students, and many of them have joined his organisation. 

He has long-term plans for his organisation. One is the setting up of a nationalised digital library with modern equipment, which could be accessed by people from all walks of life. 

He also wants to set up an international children's university in Tamil Nadu, with foreign aid. However, he says, a mission has a meaning only when the right people are involved in it. The Directorate of Public Libraries should recruit people with a library science background to be librarians, he says. "And good librarians should have a broad knowledge of everything."

JournalTOCs

 
JournalTOCs is a free service for anyone who's looking for the latest or most current papers published in the scholarly literature with international coverage. Academics, librarians, students, researchers, and anyone else should find it useful. 

It  is the biggest searchable collection of scholarly journal Tables of Contents (TOCs). It contains articles' metadata of TOCs for over 20,245 journals directly collected from over 1274 publishers. 

It include all the highest rated journals in their fields, guaranteeing quality results. See Selection Criteria. JournalTOCs pulls together a database of Table of Contents (TOCs) from scholarly journals and provides a convenient single "one stop shop" interface to these TOCs.

JournalTOCs is an initiative of the ICBL at Heriot-Watt University. It was created in 2009 with funding from the JISC Rapid Innovation Grants.

World Health Organization, in collaboration with the Association for Health Information and Libraries in Africa (AHILA), has produced an international index to African health literature and information sources.

It will promote African publishing by encouraging writers to publish in their country or regional journals, whereas now scientists and researchers in developing countries are competing for publication space in the few world-wide "prestigious" journals.

ORCID: Open Researcher and Contributor ID

An identifier system that will distinguish between authors who share the same name. ORCID aims to reliably attribute research out-puts to their true author by assigning every scientist on the planet a machine-readable, 16-digit unique digital identifier. 

Instead of filling out personal details on countless electronic forms associated with submitting papers or applying for grants, a researcher could also simply type in his or her ORCID number. Various fields would be completed automatically by pulling in data from other authorized sources, such as databases of papers, citations, grants and contact details. ORCID does not intend to offer such services itself; the idea is that other organizations will use the open-access ORCID database to build their own services.

Individual researchers will be able to get an ORCID number for free as of later this year, whereas universities, companies and other organizations will pay tiered-subscription charges.

Modernisation of Libraries

 The Minister for Culture and Housing & Urban Poverty Alleviation Kumari Selja has said thatthe libraries declared as ‘Institutions of National Importance’ and certain other national level libraries that are controlled by the Ministry of Culture, (including National Library, Kolkata, Khuda BakhshOriental Public Library, Patna, Rampur Raza Library, Rampur, Delhi Public Library, Delhi, Central Reference Library, Kolkata and Central Secretariat Library, New Delhi) are in a good condition, and are providing requisite services to the readers.  

In a written reply in the Lok Sabha today Kumari Selja said, as ‘library’ is a subject in the State list of VII Schedule of the Indian Constitution, the renovation and modernization of public libraries in the country is the responsibility of State governments. In the libraries under the Ministry of Culture, a number of measures such as modernization, renovation and preservation projects etc have been undertaken. The projects include:

i) Access to online full texts, scholarly journals.
ii) Online public access catalogue for library users.
iii) Digitization of old and rare books including manuscripts.
iv) Conservation and preservation of rare books and manuscripts using modern techniques, etc.

             She said, in addition, the Raja Rammohun Roy Library Foundation (RRRLF), an autonomous body under the Ministry of Culture, provides financial assistance to libraries maintained by the State Governments, and NGOs under matching and non-matching schemes for modernisation and renovation of public libraries.

INFOPORT: INFLIBNET Subject Gateway for Indian Electronic-Resources


A Subject Gateway to Indian Electronic Resources developed by the INFLIBNET Centre was launched by Prof. Mahendra P Lama, Vice Chancellor, Sikkim University during the inaugural session of 8th PLANNER 2012 on 1stMarch, 2012. 

The InfoPort is designed and developed by the INFLIBNET Centre to serve as a comprehensive gateway to all Indian scholarly content. The gateway open-ups the Indian scholarly content scattered over the Internet through an integrated interface that support search, browse and multiple listing. 

The resources covered in the infoPort are organized under ten major categories (000 to 999) according to the Dewey Decimal Classification. Resources in the InfoPort are also arranged alphabetically by subjects.

Google starts ranking journals

Google announced a new feature to its Scholar service. This was no prank. It was the genuine debut of a new tool called Google Scholar Metrics. The service follows the same principle that has made Google's web search engine so successful - when you are unsure what a user is looking for, give them a list of options ranked by a metric of popularity. In this instance, the users are academics ready to submit their next breakthrough but are uncertain which journal to choose. The solution Scholar Metrics offers is a database summarizing the sway of the distributors of scholarship "to help authors as they consider where to publish their new research".

DOAB: Directory of Open Access Books

The Directory of Open Access Books ( http://www.doabooks.org/)  is a service of OAPEN Foundation. The OAPEN Foundation is an international initiative dedicated to Open Access monograph publishing, based at the National Library in The Hague. DOAB is being developed in close cooperation with Lars Bjørnshauge and Salam Baker Shanawa (director of SemperTool), who were also responsible for the development of the Directory of Open Access Journals (DOAJ). SemperTool develops and maintains DOAB system.

DOAB supports the OAI protocol for metadata harvesting (OAI-PMH). Service providers and libraries can use the protocol to harvest the metadata of the records from DOAB for inclusion in their collections and catalogues.

1.5 million pages of ancient texts to be made accessible online

     The University of Oxford and the Vatican announced a plan to collaborate in digitizing 1.5 million pages of rare and ancient texts, most dating from the 16th century or earlier. The project is expected to span about 4 years and was made possible by a donation of £2 million (approximately $3.1 million) from the Polonsky Foundation—a charitable organization that supports higher education, medical research, and other general matters in the arts and sciences.

     Specifically, the texts will include pages from Oxford's Bodleian Libraries and the Biblioteca Apostolica Vaticana (BAV). The digitized pages will include early printed books—called incunabula—from Rome and the surrounding area; Greek manuscripts including early church texts and works by Homer, Sophocles, Plato, Hippocrates; and Hebrew manuscripts from the Middle Ages and the Renaissance. "With approximately two-thirds of the material coming from the BAV and the remainder from the Bodleian, the digitization effort will also benefit scholars by uniting virtually materials that have been dispersed between the two collections over the centuries," a statement from Oxford read.

     The aim of the project, as envisioned by the Polonsky Foundation is "to democratize access to information, [seeing] increasing digital access to these two library collections, among the greatest in the world, as a significant step in sharing the wealth of resources on a global scale." This is not the Polonsky Foundation's first gift to digitize rare and ancient texts, either. An earlier gift to the Bodleian Libraries from the Foundation allowed the Oxford libraries to upload images of 280,000 fragments of Hebrew manuscripts, called the Cairo Genizah Collection, which are now available to search and view for free online.

World Bank Announces Open Access Policy for Research and Knowledge, Launches Open Knowledge Repository

The World Bank announced that it will implement a new Open Access policy for its research outputs and knowledge products, effective July 1, 2012. The new policy builds on recent efforts to increase access to information at the World Bank and to make its research as widely available as possible. As the first phase of this policy, the Bank launched today a new Open Knowledge Repository and adopted a set of Creative Commons copyright licenses.

The new Open Access policy, which will be rolled out in phases in the coming year, formalizes the Bank’s practice of making research and knowledge freely available online. Now anybody is free to use, re-use and redistribute most of the Bank's knowledge products and research outputs for commercial or non-commercial purposes.

“Knowledge is power,” World Bank Group President Robert B. Zoellick said. “Making our knowledge widely and readily available will empower others to come up with solutions to the world’s toughest problems. Our new Open Access policy is the natural evolution for a World Bank that is opening up more and more."

The policy will also apply to Bank research published with third party publishers including the institution’s two journals—World Bank Research Observer (WBRO) and World Bank Economic Review (WBER)—which are published by Oxford University Press, but in accordance with the terms of third party publisher agreements. The Bank will respect publishing embargoes, but expects the amount of time it takes for externally published Bank content to be included in its institutional repository to diminish over time.

In support of the new Open Access Policy, the World Bank is adopting a Creative Commons Attribution (CC BY) copyright license for content published by the Bank, the most accommodating of all licenses offered by Creative Commons. It allows anyone to distribute, reuse, and build upon the Bank’s published work, even commercially, as long as the Bank is given credit for the original creation. The CC BY license helps the Bank to maximize its impact while simultaneously protecting the Bank's reputation and the integrity of its content.

World Bank content published by third party publishers will be available in the Open Knowledge Repository under a more restrictive Creative Commons license. The new copyright practice goes into effect today.

While much of the Bank’s research outputs and knowledge products have been available for free on the institution’s web site, and on other channels, the new Open Access policy marks a significant shift in how Bank content is disseminated and shared. For the first time, the Bank will have an aggregated portal to research and knowledge products, where the metadata is curated, the content is discoverable and easily downloaded, and third parties are free to use, reuse, and build on it.

“Allowing unfettered access to the Bank’s trove of development knowledge is commendable”, said Cathy Casserly, CEO of Creative Commons. For researchers, it increases the visibility, usage, and impact of their work. For users, it allows for the discovery of knowledge and encourages the open interchange of ideas.”

The Open Knowledge Repository, the centerpiece of the policy, is the new home for all of the World Bank’s research outputs and knowledge products. The Repository — available at openknowledge.worldbank.org  − currently contains works from 2009-2012 (more than 2,100 books and papers) across a wide range of topics and all regions of the world. This includes the World Development Report, and other annual flagship publications, academic books, practitioner volumes, and the Bank’s publicly disclosed country studies and analytical reports. The repository also contains journal articles from 2007-2010 from the two World Bank journals WBRO and WBER.

The repository will be updated regularly with new publications and research products, as well as with content published prior to 2009. Starting in 2013, the repository will also provide links to datasets associated with research. While the vast majority of the works are published in English, over time translated editions will also be added.

The Open Knowledge Repository is interoperable with other repositories and will support optimal discoverability and re-usability of the content by complying with Dublin Core metadata standards and the Open Archives Initiatives protocol for metadata harvesting.

“This new policy is a natural extension of our other efforts to make the Bank more open, including the Open Data Initiative and the landmark Access to Information Policy”, said Caroline Anstey, World Bank Managing Director. “Anyone with Internet access will have much greater access to the World Bank’s knowledge. And for those without internet access, there is now unlimited potential for intermediaries to reuse and repurpose our content for new languages, platforms and media, further democratizing development by getting information into the hands of all those who may benefit from it.”

The new Open Access policy and launch of the Open Knowledge Repository represent the next major development in the World Bank’s Open Development Agenda. The first two initiatives were:

·         Open Data Initiative (launched in April 2010): a range of reforms enabling free access to more than 7,000 development indicators, as well as a wealth of information on World Bank projects and finances, and
·         Access to Information Policy (launched in July 2010): a groundbreaking change in how the World Bank makes information available to the public.

e-Content Project Management

Under the National Mission on Education through ICT (NMEICT) scheme of the Ministry of Human Resource Development, the UGC has constituted a Standing Committee for development of e-content at postgraduate level. The Committee has identified the following subjects in the first phase of this initiative:

LG unveiled the world’s first plastic e-paper




LG unveiled the world’s first plastic e-paper display, which the company claims will “revolutionize the E-Book market.” The 6-inch E Ink display features 1,024 x 768-pixel resolution and can bend at an angle of up to 40 degrees. “With the world’s first plastic EPD, LG Display has once again proven its reputation for leadership and innovation with a product we believe will help greatly popularize the E-Book market,” said Mr. Sang Duck Yeo, Head of Operations for LG Display’s Mobile/OLED division. “Based on our success in mass-producing plastic EPD, we are excited as we look toward applying concepts from this experience to future developments like plastic OLED and flexible displays.” The display will be supplied to manufacturing companies in China first, and end-user products could launch in Europe as soon as the beginning of next month. Free and Open Educational Web Portal for the School Children in Kerala


The Government of Kerala is all set to launch a free and open educational web portal for the school children in the state, which would function as an online multimedia virtual classroom.


The project, which targets nearly 20 lakh high school and higher secondary school students in the state, would be the first-of-its-kind in the country, according to the State Institute of Education Technology (SIET), which spearheads project.



With the launch of this web-portal, high school and higher secondary school students can access interactive multimedia modules in subjects like Mathematics, Physics, Chemistry and Biology on the website http://www.sietkerala.gov.in/



At present, the modules are being uploaded on the internet by SIET. The portal that would also include Vocational Higher Secondary subjects like agriculture, clothing and embroidery, civil construction, domestic nursing, office secretaryship, travel and tourism, and medical lab technician, for which special modules have been formed.



The project, on which research has been going on for the past five years, has used self-developed instructional design, content development technology and implementation style. “A multi-sensory learning process is being offered to make the studies perfect as the traditional model of learning by hearing is getting obsolete,” said Babu Sebastian, director of SIET Kerala. He also added that the idea behind the project is that learning should be available to ‘Anyone, anywhere and any time’. The server space for the project is being provided by the National Informatic Centre.



All the subjects in the portal would be divided into almost 20 smaller frames and would have animation, graphics, text over screen and voice overs. “It is a leap that we are making through this project in the educational system of Kerala. We hope that this project would later lead to a text book-free system,” said Babu. There are also a number of informative games that have been designed for the students in the portal. There would also be reference links to other educational websites.

National Vocational Education Qualification Framework launched


Human Resource Development Minister Kapil Sibal recently launched the National Vocational Education Qualification Framework ( NVEQF) which will be implemented in polytechnics, engineering colleges and other colleges across the country.

Announcing the launch of the framework, Sibal said that a seven-level certification programme, starting in class IX, would be started in different fields of vocational training, culminating in a degree at the end of the seventh year.

The programme, which will be launched from the academic year 2012-13, is sector-specific. The sectors include IT, media, entertainment, telecommunications, mobile communications, automobile, construction, retail, food processing, tourism, hotel, jewellery design and fashion design.

A total of 1,000 hours of training will be necessary in every level annually, with hours fixed for different topics in the course. The programme is expected to cater to at least five million students for vocational degree and diploma every year.

Google introduces Google Takeout it  allows users to download a copy of  data stored within Google products. 


If you want to choose the service go to "choose service" after login to your account, then you can archive the documents by clicking "create archive"

The Data Liberation Front is an engineering team at Google whose singular goal is to make it easier for users to move their data in and out of Google products.  

Users should be able to export any data that  create in (or import into) a product.

UGC-NET IN OBJECTIVE MODE FROM JUNE, 2012 ONWARDS



1.
The UGC-NET will be conducted in objective mode from June 2012 onwards. The Test will consist of three papers. All the three papers will consist of only objective type questions and will be held on the day of Examination in two separate sessions as under:

Second III 75 questions all of which are compulsory 75x2 = 150 2½ Hours (01.30 p.m. to 04.00 p.m.)

The candidates are required to obtain minimum marks separately in Paper-I, Paper-II and Paper-III as given below:

Only such candidates who obtain the minimum required marks in each Paper, separately, as mentioned above, will be considered for final preparation of result.
However, the final qualifying criteria for Junior Research Fellowship (JRF) and eligibility for Lectureship shall be decided by UGC before declaration of result.
3.
The syllabi of Paper-I, Paper-II and Paper-III will remain the same.
4.
The candidates will be allowed to carry the carbon printout of OMR Response Sheets with them on conclusion of the examination.
5.
There will be no negative marking.

UGC NET question papers will be objective type


Students appearing for the National Eligibility Test (NET), 2012 will be able to evaluate their performance immediately after appearing for the much-simplified test. The University Grants Commission (UGC), which conducts the test for around 2.5 lakh students twice a year, on Thursday decided that candidates can take carbon prints of their optical reader answer sheets with them. 


This will enable students to know instantly how they have fared in the test, said UGC chairperson Ved Prakash.


In another decision, the UGC has decided that all the question papers for the test will be objective type.


Till now, two papers were objective and the third one subjective. This has led to delay in declaration of the results, sometimes forcing students to appear again. Students had earlier expressed their unhappiness over evaluation in the subjective type paper.


Now, we will be able to declare the results much before next NET and to the satisfaction of  students,  Prakash said. The format will be applicable for the June 2012 exam and results will be announced by October before the next exam in December 2012.


Only those who clear the NET are eligible for junior research fellowship and for appointment in colleges and universities.
