UGC-NET Exam 2011 December- Suspect of Question Paper Leak in LIS


    I wrote UGC-NET exam, Dec 2011 in LIS at Vidyadhiraja Vidya Bhavan, Aluva, Kerala conducted under Cochin University of Science and Technology (CUSAT). We were shocked to find that question booklets for Paper 2 and Paper 3 were duplicates of an original booklet. Instead of the coloured normal seal it beared a plain white sticker. So the seriel no of the booklet was same for all the candidates in LIS who wrote exam at this centre. The booklets of Paper 1 (General) and Paper 2 and 3 for other subjects were not faulty. When candidates raised objection, we were told to finish the exam and register a complaint afterwards.


    Candidates have given a written complaint to the UGC NET exam co-ordinatior of CUSAT. A copy will be sent to UGC also. The unverified information we got from different sources tell CUSAT does not received question booklets from UGC on time. Later on a copy was faxed from UGC to CUSAT and they photocopied the entire thing. If this is true, the questions of an important national exam were exposed to different people much before the exam. If CUSAT did not received the original booklets from UGC, then where it went missing? An inquiry should be made immediately into this matter and the exam should be cancelled. On behalf of candidates who wrote exam at CUSAT centre, I register strong protest against the mismanagement of UGC NET -2011 and making a mockery of the candidates who wrote the exam all over India.

Dear friends

What actually happened at CUSAT UGC-NET exam centre for LIS is clear now. The exam  Co-ordinator of that centre revealed  the incidents occured to  some media persons in Kerala. The centre has not received question paper for LIS in time. He says that, may be  it is because of the leave days before the christmas holidays. They got initimation from UGC to take photocopies of questions of LIS to distribute to candidates. They did it, that's all.

NB: dont ask CUSAT authorities  the following questions.They wont answer to that questions. :)

1) when they took photocopies of LIS second and third paper.
2) when they found that question paper bundle for LIS alone lacks
3) when they informed UGC that LIS question paper bundle not received
4) when intimation from UGC received to CUSAT authorities to take photocopies of question papers
5) afterall,why only for LIS ,this photocopy-bundle missing happened. 

An investigation should be done in this matter.

Youtube for Schools

YouTube for Schools provides schools access to hundreds of thousands of free educational videos from YouTube EDU. These videos come from from well-known organizations like Stanford, PBS and TED as well as from up-and-coming YouTube partners with millions of views, like Khan Academy, Steve Spangler Science and Numberphile.

School admins and teachers can log in and watch any video, but students cannot log in and can only watch YouTube EDU videos plus videos their school has added. All comments and related videos are disabled and search is limited to YouTube EDU videos.
You can customize the content available in your school. All schools get access to all of the YouTube EDU content, but teachers and administrators can also create playlists of videos that are viewable only within their school's network.

YouTube.com/Teachers has hundreds of playlists of videos that align with common educational standards, organized by subject and grade. These playlists were created by teachers for teachers so you can spend more time teaching and less time searching.

Darwin Papers from Cambride University

The collection of Charles Darwin's papers at the University Library originates in the work of his son Francis, who published two editions of his father's letters, in 1887 and 1903.  For these editions he collected as many of Charles's letters and papers as possible, which remained in the family after Francis died.  In 1942 the Pilgrim Trust and the Darwin family gave most of these papers to the University Library, another portion being given to the museum recently established at Down House.

E-Resources mandated by AICTE for engineering institutes- Contact Details

 The Education Promotion Society of India (EPSI) has written to Union Minister of HRD Mr. Kapil Sibal voicing its concern on the arbitrariness and unfairness shown by the AICTE for mandatory subscription to E-Resources from select few foreign publishers.

In the recently released 'Approval Process for 2012-2013' document, AICTE has clearly made it mandatory for all higher education institutions (including management institutions) to subscribe to e-Journals of selected companies. Shockingly, AICTE has also clearly mentioned the ‘Annual subscription price per Institute’ in the document. The COnnecting REpositories tool (CORE) helps to Search UK's Repositories.


A new search engine should help academics, students and the general public navigate papers held in the UK’s open-access repositories. The COnnecting REpositories tool (CORE) enables people to search the full text of items held in all approved open-access repositories in the country.


CORE is accessible via an online portal, via users’ mobile devices or through repositories and libraries that have integrated CORE with their own search features.

CORE is already integrated into The Open University’s research repository, Open Research Online (ORO) which includes more than 18,900 research publications.

The University Grants Commission announces holding of the National Eligibility Test (NET) on 24th December 2011 (SATURDAY) for determining the eligibility of Indian nationals for the Award of Junior Research Fellowship (JRF) and Eligibility for Lectureship in Indian universities and colleges. UGC will conduct NET in 78 subjects (listed under item no. 9) at 74 (Seventy four) selected University Centres (listed under Item no. 10) spread across the country.

Early Journal Content on JSTOR, Free to Anyone in the World

Journal content in JSTOR published prior to 1923 in the United States and prior to 1870 elsewhere freely available to anyone, anywhere in the world.  This “Early Journal Content” includes discourse and scholarship in the arts and humanities, economics and politics, and in mathematics and other sciences.  It includes nearly 500,000 articles from more than 200 journals. This represents 6% of the content on JSTOR.
The Early Journal Content will be released on a rolling basis. A quick video tutorial about how to access this content is also available.

UGC lifts ban on Distance PhDs, MPhil courses

The University Grants Commission (UGC) has lifted the two -year-old ban on distance MPhil and PhD courses. The move comes after widespread protests by various universities. Many Open Learning Universities like IGNOU were protesting the ban on the ground that their respective laws, passed by Parliament or legislatures, allowed them to offer such courses.

UGC held a meeting on the issue last month, deciding to lift the ban. “An open university may be permitted to conduct MPhil/PhD programmes through distant education mode subject to condition that it does so strictly as per the provisions of the UGC Regulations,” said the minutes of the meeting.
Speaking on the development, IGNOU vice-chancellor Rajasekharan Pillai said, “We will follow the rules but our regulations are already stricter than those of the UGC.” 

Although, UGC has lifted the ban but it has put another condition for Phd — the principal guide should be from the open university. The UGC had clamped the bar by notifying a rule — the Minimum Standards and Procedure for Awards of MPhil/PhD Degree Regulation — in 2009 saying research courses in the distant mode were of poor quality. 

The regulations had put a question mark on the future of nearly 10,000 students pursuing such courses across the country.“There should not be any blanket ban on MPhil or PhD in distance mode. If institutions meet the required quality parameters, they should be allowed to offer such courses,” said academic M. Madhava Menon, who has been asked by the HRD ministry to draft a policy on distance education. He said he would submit his report next month.

Inadequate infrastructure of many open universities is also a concern for carrying out research work.

A UGC official said the commission’s regulations were silent on the facilities, and a panel headed by academic S.P. Thyagrajan had been set up to suggest the requirements. “We will meet on September 15 to lay the guidelines,” Thyagrajan said.

National Library and Information Services Infrastructure for Scholarly Content (N-LIST)

National Library and Information Services Infrastructure for Scholarly Content (N-LIST), an initiative of the Ministry of Human Resource Development under the Mission on Education through ICT which was launched in May 2010 with multi-fold objectives is receiving a good response as seen from the number of subscribers it has got in a year. http://nlist.inflibnet.ac.in/

The project facilitates access to e-resources to students, researchers and faculty from colleges through proxy servers. It provides scholarly information in the e-format at discounted rates.

Executed by the University Grants Commission – InfoNet Digital Library Consortium (UGC-InfoNet), Information and Library Network Centre (INFLIBNET), Ahmedabad, and Indian National Digital Library in Engineering Sciences and Technology (INDEST)-AICTE Consortium, there are as many as 1960 universities, technical institutions, and colleges registered as subscribers to the project.

South Asian American Digital Archive (SAADA)

It was founded in 2008 in order to document and provide access to the diverse and relatively unknown stories of South Asian Americans. Our collection reflects the vast range of experiences of the South Asian diaspora in the United States, including those who trace their heritage to Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the many South Asian diaspora communities across the globe. 

The South Asian American Digital Archive (SAADA) hopes to play an important role in the preservation and availability of primary historical materials that document the history of South Asian American communities. We envision an organization that will encourage dialogue, debate and discussion on the role of history in the creation of South Asian American identities and communities. Our ultimate goal is to examine the importance of the past in shaping the future and to ensure that the stories of the South Asian diaspora in the United States are preserved for future generations.

The Short List is prepared based on the details furnished by the candidate in the application and subsequent claims made will not be entertained at any stage. The candidates who have secured 90 (Ninety only) marks and above are included in the Main List of this Short List. The requisite marks have been lowered to the extent necessary in respect of the Supplementary Lists.

Candidates whose Register Numbers are included in the Short List are directed to send self attested copies of documents to prove their claims made in the application ie, qualification, date of birth, community and other benefits, if any , to which they are entitled to The Under Secretary, GR IV (B) (Government wing) Recruitment Office of the Kerala Public Service Commission, Pattom Palace PO, Thiruvananthapuram – 695004 within 15 days from the date of publication of this Notification.

SC/ST candidates included in the Short List are required to produce two copies of Community Certificate issued by the concerned Tahsildar.

The candidates belonging to Other Backward Classes included in the Short List, are required to produce Non Creamy Layer Certificate as per GO (P)No.117/08/SC/ST/DD dated 19.12.2008, GO (P)No.81/09/SC/ST/DD dated 26.09.2009 along with other documents mentioned above as and when called for. Such candidates in the Main List who fail to produce the required Community Certificate/Non Creamy Layer Certificate will not be entitled to the benefit of community reservation and will be considered as Open Competition candidates and such candidates who are included in the supplementary lists will not be considered for this selection if they fails to produced NCLC/CC as the case may be.

Koha ILS with GSDL

Digital Library Network South Asia in collaboration with University of Waikato has developed Live CD of Integration of Koha ILS with GSDL. 

This is available in the Source Forge: http://sourceforge.net/projects/gsdlkohalive/

You can use the software. Once the software is installed you need to give only biblio ID of Koha ILS in GSDL.

Open Access Map

The OA Map allows users to conduct searches or obtain overviews of Open Access developments around the world. This will help to prevent duplication, enhance collaboration and generally enable an approach where new projects properly build upon existing or completed ones.

The Map displays the locations of all types of OA-related initiatives, including funding policies, government documents, university mandates and so on. Much of this information already exists but it is scattered across domains. The Map can be used for OA education training and advocacy and should be extremely valuable in informing different constituencies, including policymakers and legislators, about the progress of OA in simple, clear and easily usable ways.



Open Directory of Open Access Repositories (DOAR)

OpenDOAR is primarily a service to enhance and support the academic and research activities of the global community. It maintains a comprehensive and authoritative list of institutional and subject-based repositories. It also encompasses archives set up by funding agencies like the National Institutes for Health in the USA or the Wellcome Trust in the UK and Europe. For definitions of repository types, see the footnotes for the relevant OpenDOAR statistical chart.

Users of the service are able to analyse repositories by location, type, the material they hold and other measures. One key point about OpenDOAR is that this information is of use not only to users wishing to find original research papers but also for third-party service providers, like search engines or alert services, who need easy to use tools for developing tailored search services to suit specific user communities.

The Centre for Research Communications at the University of Nottingham currently runs a suite of SHERPA Services for the Open Access community. SHERPA Services compiles and maintains the RoMEO service, which gives summaries of the archiving rights that different publishers allow authors to retain. To complement this, SHERPA Services also runs the JULIET service, which summarises the archiving responsibilities and requirements that funding agencies give as a condition of funding grants. OpenDOAR is the third part of this repository service, listing available open access repositories.

The world’s largest floating touring book fair in Kochi, the ship MV Logos Hope reached.

The world’s largest floating book fair is arriving Kochi. The ship MV Logos Hope, which carries the best books in the world, is arrived at Kochi on the 25th of May, and shall leave on June 13.  With books from various genres and classes, this floating book fair would be a haven for book-lovers or ardent readers. The ship shall be halted at the North Coal berth in Willingdon Island, and all you need to do is step in to this marvel.


The ship stored more than 5000 book titles ranging from education, technology, history, philosophy, art, cookery and fiction, as well as a selection of children’s books. 
 
 Admission for kids less than 16 yrs is free, need to be accompanied by an adult and for adults, pay 50 rupees admission fee to visit MV Logos. The ship would be open to the public on all days 10AM to 8PM and on Sunday and Monday 2PM to 8PM. You can sip coffee from their massive coffee shop inside the ship. You can do this with the crew, and book lovers from MV Logos.



MV Logos Hope  is operated by the German charitable organisation GBA Ships. The crew for this ship comes from 45 countries across the globe. And their love and passion for reading has reached them at MV Logos Hope. And all of them, being under one roof, are able to share their common likes in the best possible way- through interacting. So if you are a book lover, or even if you are not one,  you must visit MV Logos.


Brihaspati E-learning Platform

IIT Kanpur has developed an Open-source, Freeware E-learning Platform that is available to all for enhancing existing learning environments in their institutions through their campus networks.

IIT Kanpur is using this tool since January 2003. All the students and instructors (3183 users) have access to nearly 373 courses through this. Faculty uses this facility to post the lecture notes, handouts, and reference material (in electronic format) on the Intranet for supporting the classroom teaching. Students find this very useful. They can also have discussion groups. This leads to lot of informal learning as students get time to think over what others have posted and discussion is spread over a large duration. Also, the students need not be present at one location at one point of time for discussion. Thus the spatial and temporal limitations are alleviated. Another advantage is lot of electronic content for courses is generated which gets streamlined over the period. This becomes a good resource material for the students and for instructors.

In a letter to all vice chancellors in the country advising them to use this free Elearning platform in their universities and promote its use in affiliated colleges to enhance teaching learning processes in the higher education system in the country. 

The tool for virtual classroom is called "Brihaspati" and it is open source software that could be used by any university. This is a very user-friendly open source framework and could be effectively used to build e-education application. One can also modify it and use it in domains like Human Resource Development and e-Governance.

Jawaharlal Nehru Scholarships For Doctoral Studies


 CATEGORIES OF SCHOLARSHIPS

The scholarships are available to the following categories of persons:

A) Indian Nationals for Ph.D. study in India; and
B) Nationals of other Asian countries for Ph.D. study in India.

AREAS OF SPECIALIZATION/SUBJECT

A candidate may apply for scholarship in any one of the following areas of specialization:

1. Science and Technology as an integral component of economic and social activity, including the Philosophy of Science
2. Comparative Studies in Religion and Culture
3. International Relations and Constitutional Studies
4. Indian History, Civilization and Culture
5. Interface of Social Change and Economic Development
6. Environmental Ecology and Sustainable Development
7. Studies in the life and works of Jawaharlal Nehru

ELIGIBILITY CONDITIONS


At the time of making the application for scholarship, a candidate should

1. Hold a FIRST Class Postgraduate degree
2. Already be registered/admitted for Ph.D. degree with a University/Institution in India approved by the Government in a subject in one of the areas of specialization listed above. Those who have applied for registration and have not yet been registered, are not eligible to apply.
3. Not be above 35 years of age at the time of applying.
4. Be a full-time Ph.D. Scholar.

DURATION OF SCHOLARSHIP


Ordinarily upto 2 years.

VALUE OF SCHOLARSHIP FOR BOTH THE CATEGORIES,


a) Maintenance allowance including Tuition fee – Rs.9,000 per month
b) Annual contingent expenses for study tours within India, books, stationery, thesis costs, etc. – Rs. 12,000 per annum
c) Sleeper Class Train fare from the place of residence or study in India for interview with the Selection Board.

Completed application form together with all the necessary enclosures should reach Administrative Secretary, Jawaharlal Nehru Memorial Fund, Teen Murti House, New Delhi-110 011 on or before 31 May

The candidates are advised to send their applications as soon as possible. The Fund will not be responsible for any postal delays in reaching the application by the due date.

The Selection Committee’s decision to call a candidate for interview or select a candidate for scholarship will be final and no representation in this regard will be entertained.

The candidates should ensure that the following documents are securely attached to the Application Form before dispatch :

1) A passport size photograph to be pasted on the form.
2) An attested copy of Ph.D. registration/admission letter from the College/University.
3) A synopsis of not more than 1500 words or about 3 pages of 1.5 spaced text.
4) University Doctoral Monitoring Committee’s report or Ph.D. Supervisor’s report as per details required in C-8 of the Application Form.
5) Attested copies of Postgraduate degree, mark sheet and all other educational certificates/ degrees showing marks obtained and the date of birth.

Incomplete, unsigned or application forms from ineligible candidates or without the necessary enclosures are liable to be rejected. Please read the eligibility conditions carefully and apply only if you fulfill all the conditions.
